you could draw it in blender with curves 2D convert to mesh and extrude in 3D
some soft can make contours of image and makes curves out of it then import in blender !

Going back a year or two, a few people were working on getting PO Trace to work with Blender. Not sure what the current status is on that work. You might be able to search for PO Trace and Blender and see what comes up?
Otherwise, a stand alone app like Inkscape might work.
