The car looks great, the environment is not bad at all but the pilot sucks.
You got the DoF right but there is no Moion blur. I can’t feel the movement. Other than that it’s very cool and inspiring work.

Did you use yafray for rendering? I love the DOF and the camera angle! well and the lighting aswell.
One question, the dark line in the middle of each wheel? looks a bit odd, isn’t it?
Should be the same material as the rest of the wheel?

-Pilot sucks. Check. Good, thanks, have to do some work there.
-Looking at the reference pics I’ve seen a lot of images where the only motion is in tires but a few too, yes, with camera motion. Some motion on the ground would be nice you are right and would certainly add good drama. Render times weren’t too bad after cranking up the Octree, even with AO, so maybe a little camera blur for the final. . No post of course, according to the rules. and compositing with dof was proving to be difficult but that was mostly due to an attempt to emulate heat waves with Fresnel. Maybe the vector blur node on everything, but, hmm.
-The stripe around the tires is the tech concept for the Challenge Curtis has set up. Nanobots that grip the surface at a microscopic level in the milisecond range. The story is that due to the previous seasons unfortunate incident the teams were forced to downsize the area of nanogrip to no more than 12mm across per tire.
-Exposure. hmm. yes. I kind of think the exposure problem is with blenders halo material. The density of the smoke probably needs to be reduced a little more. But that is over exposure. That’s the only bit I can see.
-The jaggedies. hmmm. grrummmble.
-These cars are remarkably well funded so they show up to every race in pristine condition. At the finish line, though, occasionally some junk shows up if the car isn’t just actually totally wrecked. This one looks like it got run over after blowing an engine:

The environment was done entirely in blender, according to the contest rules, and the final image rendered in a single pass. Basically lots of particle emitters and bitmap textures both hand drawn and photo.
this should be the splash screen for blender 2.43 with a bit of tweaks around the tires…say dust particles behind to get some movement??

very nice, one thing however confuses me…
on the pic on the right the grass is focused, on the left the road is focused, in the middle the car is focussed, the rest is blurred. So my critique is; is the motion blur in the corect place?
You know, some road debris wouldn’t be a bad idea.
As far as motion goes, I based the image on several photos out on the web which show no motion other than wheel spin due to extremely fast shutter speeds and digital film. To get a really good idea of what is happening look at the front wheels. They’re tweaking in toward each other due to hard braking setting the car down on its shock absorber system, which is also causing the tire smoke and the source of the all the road skid.
I’ve had a look into the vector blur node now though and it is seeming rather counter-intuitive; at least for me. This scene has already taken me through several major learning curves, as it was supposed to, so I think I’ll leave it as is and let the new vecortor blur info simmer on the back burner for a while. 
The blur that’s in the scene now is from the new DOF node from eeshlo. The lens was calculated to 200mm with a 35mm film [edit: I’m sorry, that should say 70mm] and then the fstop field was adjusted to, I think, about 24 or so. I used macouno’s very excellent lens calculator script to determine the exact lens length.
As to the winner of the contest, have you seen the names of the some of the other players!? I’m sure my entry will pale in comparison. Not to say I’m not going to put work into the final scene. I’m thinking Monte Carlo. . .
