Fake spotlight halos for realtime rendering

While blender eevee is perfectly capable of delivering volumetric lights at this point the idea here was to create decent looking fake halo suitable for realtime rendering godot export in mind.

The meshes are just cones with some procedural material tricks applied to them. The outer areas near the top still need some masking and need to be softer but I kind of like the look despite the current flaws.
