Hummm, what are you trying to do? I can not control cursor with up and down keys at all?!
When using arrow keys to nudge Transform, there are 6 different BU choices:
1000
100
10
1
0.1
0.01
When you nudge Scale, there is only one BU choice:
0.1
It would be really great to have all the same BU choices for Scale, too. That would make precision modeling a lot easier.
Zoom in to change the Nudge increment. However, when zooming in to get a smaller number, you might then not be able to see what you are working on. You need to have 2 windows open, one to see the object and the other to zoom in, this way you can zoom in to get a smaller nudge increment and still see the object you are working on.
0.01 isn’t small enough for me, it should go down to at least .001.
Also, when you Nudge Scale, the object you are working on first collapses to 1/10th the original size (What’s the purpose of that?) then continues in the 0.1 increment from then on.
Only the Up/Down Arrows work now, but it would be much better if all 4 of them functioned.
It looks like punching #s in (trial and error method) is the only other way to get precise Scaling. Arrow keys would be a big time saver!!
This Zoom method of Nudging would be OK if you could go down to .001 and also Nudge Scale should work exactly the same way as Nudge Transform.
IMHO, the very best method would be to be able to enter any Nudge increment number you want to use in Edit Preferences.
I frequently want to be very precise in my modeling, but the way Blender is set up to do that now is very, very time consuming and frustrating.
I also think that somebody came up with Zoom Nudge just so Blender could be different, because it certainly isn’t better.
If you don’t create good and precise objects, then why bother since nothing else really matters.

It worked great in 2.49 up, down, left, right worked in very small increments.
For 3dview you can nudge with numpad arrows. To set smaller angle, change Rotation Angle in User Preferences > Interface under View Manipulation.

I am not sure what the OP is looking for, but from using 2.49 I could select an object and g-key and move it by small increments using the arrow keys. I’ve just tried it with 2.54 on the keypad, and with or without num lock, it’s not there. To me moving an object or a bone or anything like we could with the arrow keys in 2.49 is missing in 2.54
I’ve noticed another functionality missing, and posted it in a thread here at ba started by letterip looking for missing functionality… and it’s still missing. I haven’t bothered to file bug reports, cause it’s not a bug…it’s a missing function…

I’m using "Blender-2.54 SVN 31909 - GCC 4.4.1 (Zebulon-Nocona) and it is definitely there. It works exactly as described in my post #3 above.

I have to echo the sentiment regarding the nudge function. In 2.49 it was fast and highly intuitive. In 2.5x it’s not entirely clear how it works, and it requires decidedly more effort.
