Flipped Normals in UE4 (2.8) - file included (<1MB)

I’m having issues importing this mesh in UE4. No matter what I do the normals are messed up.

This is unreal (mesh normals displayed correctly but inverted):

here in unreal if I flip the normals in blender (faces are the right way but the normals are completely messed up):

It’s because you have a negative scale (-0.060). Apply scale on your object, it will flip object normals than flip these normals to outside.
