I’m guessing it’s possible with a combination of tracking software + metaballs and composite nodes in blender, but insight would be great.

You will want to try using meta balls for the meshes.

For the material you will want to use ray transp and turn the IOR up a bit. you might also want to add a glow effects in node editor.
