Fluid sims and particles?

I’m sure this is either asked before or super easy, but I couldn’t find anything in the search or google. I’m trying to create rain falling into a puddle of water. The ending look doesn’t need water droplets, rather just black particles. So I’m trying to have particles “rain” down on a puddle of water from a fluid sim. Doesn’t look like they interact at all, not sure if I’m not doing something right or if it’s just not possible in blender. I have the particle emitter and the object the emitter is duplicating set to obstacle in the fluid sim panel.
