Fur Patch Dillemma

I am at my wits end regarding fur and patches. I have a character that is covered in fur. But when I apply fur, I have patches that have no area covered although all vertices are selected in the are for fur. I have tried selecting all vertices for fur, weight painting all areas and using vertex groups but can’t seem to figure this one out. I have also looked at the order of modifiers and arranged them by putting the particle system first in line and that seems to work. BUT I can’t keep it as first in line due to the fact that the armature and subsurf need to be first or else the fur goes all over the place when animating. HELP! I am attaching pics so you can see the tail section in material mode and render mode.
