It’s possible, but if I were creating this I would not do everything in Blender. Some parts would be easier to create with other methods (vector software, AE, etc.)

Quick napkin math: I’d guestimate a rough quote of $5K USD for a starting point.
Looks like some very basic 3D graphics with slide-like overlayed text, not very complicated and easily made with a compositing software like After Effects, by the way it can also be done in Blender.
From my experience at TV graphics doing explainers and such, i´d say that it can be done by a competent designer in less than two weeks, multiply the salary of your zone.
That is a rough estimate: the script should be definitive and clear, and after a brief a quick storyboard should be aproved, the rest is straightforward.
From here, if you want to improve the aesthetics and narrative (from my point of view really necessary) and include more elaborated 3d elements, the budget starts to grow.
