Basically
I want to do a factory reset but keep all my controls
Like I want it so when I open blender the default scene is the one with the cube but I keep all my current controls
NVM figured it out
just opened a new scene, factory reset it, saved it, went into another scene, and saved my user settings in that old scene that had my controls set, thus giving my new blank scene my usual control set. then I just saved that as my default scene
