Getting clouds to look dense and let light through

So I’m working on this scene with clouds over a sea. But the clouds don’t feel dense enough, because I can still clearly see where the suns outline is. However, by just increasing the density, the clouds everywhere else absorb too much light and appear way too dark. How would I replicate clouds in real life, where they appear very dense yet let most of the light through?

For the cloud material itself I’m using a volume scatter with a very high anisotropy

make sure you increase the number of volume bounces to increase the amount of internal light bounces:
