Getting the latest version help

I’m not very hip to Blender. I heard about the cloud script and how it only works with versions 2.5 SVN 28015 or higher. I go to the Blender site and download the latest version but it’s like 27093 or something. How do I get SVN 28015? Thanks

thanks, one more question. I downloaded the .rar, then clicked the blender.exe. How do I save the new version of Blender instead of clicking the .exe everytime?
