just as much as it is possible to use photoshop with blender
To make textures in the form of image files, yes… To actually interact with Blender no.
However there is software in development that allows the two to communicate so that textures can be drawn and seen in Blender changing in real-time. So the answer is sort of yes… or yes… depending on what you mean. Be more vague.
