I would focus on the modeling first and then go to something complex like hair. I would recommend to spend some time on how to build humans. A very good training session is this one:
I don’t know where you want to go with this model if it shall be low or high poly at the end.
You seem to have too many armatures, and they are connected in a peculiar manner, specifically, your body armature seems to be parented to your hair armature. What documentation are you referring to or following for your ‘dynamic hair’?
