I have a plane which i’ve got raytraced transparency, I can see through it, but shadows aren’t cast unless I turn off Traceable.
Also I have Translucency turn up fully.
Any ideas?

Are you using ray shadows for the lamps at all, you would probably have better luck by using ray shadows and using the tranShadow option so that other objects can receive shadows if you haven’t done so already.
Also, translucency in BI doesn’t allow any light through unfortunately, it’s one of a number of limitations in how features work together in that engine which may or may not be a major inconvenience. (and also part of the reason why the new Cycles engine is being developed). However, you could probably fake the effect by shining a light with a colored shadow (using the shadow color option) on the translucent object itself.
