Is that the extent of your background image?
If so… maybe the glass material is working… it just hasn’t got much to Reflect or Refract…

Any chance you flipped the monkey’s normals?

normals and background are ok.

another scene:

first image is rendered by geforce 660 and second by AMD 390X…materiál is simple glass shader

Are you rendering on GPU ? What AMD driver version are you using ? I have the same problem (glass shader renders as glossy) with my R9 390 and Win10 64bit. Try with Blender 2.76b and tell me.

Yes i rendering on GPU.
Driver version 15.8.
Blender 2.76b works wel.

I hope that the next version will be fine.

I can confirm that glass shaders on OpenCL is a tad wonky on 2.77.

Blender: 2.77
AMD Driver: 16.3.2

CUDA:

OpenCL:
