Global Turbulence/Wind? Recommendations on Method

I have a scene here with 37 different cloth pieces. I want to have them flutter very gently in the wind, and am just now realizing that the forces are based more on the relative position of the cloths to the force. Is there a way to create a completely global force, wind, turblence etc? That is to say it exerts the same force everywhere, not relative to the forces location? Or am I going to have to bake each cloth individually with the proper force beside it to create a light fluttering?
