Grease pencil locks up

Hi, I’ve encountered a problem with the grease pencil recently. In some scenes, I cannot use the grease pencil at all. When I hover my mouse, it says “Disabled :grease pencil operator is already active”. Obviously, that’s not true, my mouse isn’t a brush and no amount of Esc/Enter can seem to quit this phantom grease pencil mode.

Do any of you know how to unstick the grease pencil feature?

It seems like my grease pencils layers are somehow hidden. If I append a model with some grease pencil, it does not show in a bugged scene? Anyone knows why this is not working properly?
