I’ve tried to use the “Use Lights” feature in grease pencil layers to have in lit by lights in the scene, but it appears that grease pencil objects act as though they have their own self illumination. The Use Lights option allows lights to add to the brightness, but it’s kind of useless when they’re already bright to begin with.
