greater control over toon edges

hi guys, i was just wondering if it’s possible to get greater control over the thickness of toon edges when rendering? Either a technique in blender or a plugin.

For example, in the attached image: i really need the sidewalk to be rendered in a similar way to the background and characters, but it’s only rendered in thin lines. If I turn the edges up, then it increases the number of lines too, which i don’t really want as then there’s too much detail.
