Hair Dynamic is messing up in animation

I posted this a while ago in animation, but there was no one knowing a solution. Now, i fiddled around a bit and it’s clearly something wrong with hair dynamics, but I don’t know what. I want the feathers to behave like real feathers, but… here is the blend file.

Now, my little bird is in the walking animation and I pasted a particle system with alpha planes. I inserted a collision mesh and enabled hair dynamics. The feathers move during animation, but now the problem:

A few of them start to grow during the movement and they grow and grow and grow. Not all of them, but a few. I don’t know why, everyone got a solution?

Hair collision is quite buggy/unstable in 2.80. If I run the sim in 2.82alpha it works perfectly.
