Hair Going Inside Head

I am adding hair to the head that I modeled, and some of the hair keeps pointing inwards. I tried ctrl+n to make sure the normals are pointing outwards, I did this while editing the hair, do I have to delete this particle system and make a new one after re-calculating the normals? I added the hair using a vertex group that I weight painted. I am using Blender 2.49b.

sorry to bump, but I still am looking for an answer

before recalcing normals out, see if you have doubles ([in edit-mode] W-Remove Doubles) then try to recalc normals outward again.
