how to transfer particle hair form blender to 3ds max

I’m pretty sure that’s not possible since it’s Blender’s particle system not actual geometry like something out of Shave and a hair cut.

If you render to YafRay using the XML format you’ll get an XML file that can be translated if you have a third party translator. Also works for fluid sim I think. If you find a translator post a link here would you?
