how do you prevent hair particles from bunching up like in the picture ( unfinished work)

Are those children particles around the parent? If so, try playing around with the children particles settings (random, radius, clump…). See if you have better results with setting the children particles to interpolated instead of simple. If you set the parent particles to “advanced” (checkmark) you also get physics settings where you can play with brownian for instance.
