I had this problem for a couple of times now that in some area’s not painted by weights hair is still showing up. I’m still quite new with this kind of things so instead of just trying to work around it I’m kinda curious this is a bug or just malpractice from my side.
Has this something do with the fact that I choose for Children -> Faces instead of particles ? But even then it shouldn’t show up in faces that are not painted ?

your mesh seems to be quite dense, which might make it difficult to see the weightmap completely. You might have some vertices with a low weight in the places where the hairs appear.
To fix it, you could try to go to edit mode, and select the general area where the extra hairs appear and then set the weight to 0. This is more precise than using the weight painting tool

have you tried assigning the particles to a vertex group instead of going by weight painting? I tend to find it easier to do it that way so i dont accidentally paint vertices on the back side etc.
Yes when Morio gave me an indication that I may possible have selected some wrong vertices I deleted my vertex group. Border selected a band around the neck area and assigned it to a vertex group with a weight of 1.0 But even then I have still some hair particles appearing on parts of the face with a weight of 0.0
EDIT: filled a bug report then I’m sure this a bug or my stupid fault.
