Ham radio internet

I was surfing the net yesterday, and I came across this cool thing called “packet radio”. What it is is sending data over radio to other hams. Then I found out about something called Hinternet, which is basically packet radio using 802.11, only high-powered (above the unlicensed allowance). You’d need a license to even try this out (and that requires taking a test and STUDYING, and if I wait too long, I’ll move to India, and the tests there require me to learn Morse code…)

So, I was thinking, is this a viable option to connect very rural places in countries like India for people like students?

It could be. You can also find that often a rural location will have cellphone access (even without land phone or internet) and might have a data plan available.
