I uninstalled blender and after downloading a fresh copy it still saying I have the add-on in some roaming folder but when I use the space bar or look for it in search its not there?you can go to that folder and delete anything with the name of the addon. This is a folder where Blender puts all addons to be shared among different instances of Blender of the same version.
Unistalling Blender will not uninstall those addons, for the reason you may want to use them again when reinstalled. Make sure also the addon you are using is for 2.79 and not 2.8 , many addons have migrated to the latest version.
is there multiple folders where it would be? For an example theres local, temp, google roaming etc. I wish it would be in one folder.

, it wont install and it I cant find it when I use the search in the spacebar but, when I try to install the add_on it says its there
