haze using particles

ok, i’m trying to make fog or something similar using particles because the world fog just isn’t working for me…what it’m trying to do is make a mmon reflecting off of the water(have that) and have some fog going across also reflecting it so it makes a cross, i’ve been messing around with the particles but when i render them they come out all stringy. i’m at a loss :(.

also, i want to convert the .blend to .jpg so i can mess around in photoshop but i can’t figure out how…i know, dumb questions.

Turn off static in the particle emitter.
Use a cloud texture for your fog emitter (see http://www.cogfilms.com for good information about this.

In the Output tab (F10) in the format panel (right side) change the dropdown box to jpeg or PNG or TGA (png or tga recommended) and hit F12 to render.

Then (close the render box/hit esc) hit F3 and save the image file somewhere on your machine.
