HDRI won't rotate

I am a new blender user, so it could be a silly mistake, but why won’t my HDRI rotate? As it is now I can type in any value in X,Y or Z - nothing happens. It has happened before, but I somehow solved the problem. Now I am stuck.
I hope someone can give me advice - thank you very much

I was having a look at this and I’d be interested to know what the problem was. Did it have anything to do with your using the same HDRI that comes with Blender for the material preview?

I made sure both were the same, but I still could not move the HDRI. I think the problem lies with ''Scene lights" and ‘‘Scene world’’. Mine were unchecked, then after I checked both of them I was able to rotate the HDRI. I think this was the problem (and solution) but maybe someone can verify that.


This is what you want, a tick in both boxes, than you can rotate the HDRI ( I think this made the difference)

If you had a different HDRI for the World, you would see that if (in Rendered view) you checked the Scene World button you would see the world HDRI, and if you unchecked it you would see whatever HDRI you are using in the Material view. So because you’re using the same HDRI for both it’s not so obvious, but there are clearly two copies of that HDRI, one for the Material view and one for the Rendered view, and the latter is rotated, but you see the former if you select not to use Scene World.
