heat deflection

anybody have any suggestions on doing heat deflection, such as on a hot day or heat from a jet engine…

insert desired mesh where you want the effect
add a new material to it
make it shadless
make it clear - set alpha = 0
turn off tracable and shadows (shaders tab)
add ray transparancy (mess with the values to get the refraction you want)
add texture
map texture to normal

I think that should get you started. Since the texture can be animated you should be able to get the effect you want, e.g a shimmer.
