HELP! Blender's lost it's lights, objs, &layer buttons?????????????????

Ive closed and opened, loaded the file in without the load ui, etc, and nothing.

Try hitting / (above numpad 8) ; it toggles between local-restricto-to-the-selecto mode and normal.
