help me with this accent

I can’t quite figure out this accent. I’m thinking, maybe somewhere around Scotland or Ireland -ish? Though it doesn’t sound like what I usually hear from either of those countries.

Sounds a bit north-western English to me - Manchester area?
Reminds me of Christopher Eccleston when he played the ninth Doctor Who…

Hmm, could be but when I watched videos of the manchester accent I didn’t hear some of the same sounds like the ‘eh’ in ‘babeh’ or ‘kitteh’ the way Joel says them.
