Help Please!

I’m having some trouble with my vertex groups and I thought this would be the best place to find help for my problem. I have a vertex group for a cape my character wears, and I am attempting to make them deform based on the character’s torso. I have the vertex group named after his torso bone, but the group still isn’t working properly. In short: How do i make a vertex group follow the movements of a particular bone?

Well, just have to check. Is an Armature modifier added to the cape with the Armature object name in the OB field?
