Inside the red circles is some spiky things, and no mater what i do i can’t lower them?

have you tried using the ‘smooth’ brush?

Yes. still can’t lower it.

Yes, i used the smooth brush still no luck here is another image from side view.

When you go to EditMode, nothing is hidden?
Hidden parts of the mesh are locked.
