It’s your ik constraint on that leg, select that upper leg bone, go to the constraints panel and adjust the influence for that constraint from 1 to 0 and watch what happens. I noticed you have rotation checked on that constraint, on the same bone for the other leg, it’s not checked. You also have an issue with a bone in the foot on the problem side as well. Turn off custom shapes and turn on axis and start comparing the problem side to the good side to figure out where the problems are. You may have an issue with bone roll. Make sure the left and right side match. If the good side has it’s z-axis pointing in one direction, make sure the other side matches.
An easier fix, if the good side is working 100%, position your cursor at the point where both leg bones join to the spine bone, delete all the bones from the bad side, select the cursor as the pivot point and mirror the bones -1 on the x axis, then rename the bones.
Also, you can get rid of the ik constraint on the upper leg and use the pole target feature on the ik constraint on the lower leg to achieve the same thing. Here’s a video tutorial covering that:

ok thank you unchecked the rotation and it worked good
