I’m making a robot and I was wondering how to keep an area so it has sharp edges when I click set smooth?
its pretty easy, in edit mode, choose the place and select the faces where you don’t want to be smooth and press set solid

EDIT: Ok another quick question, is there a way to subsurf only parts of a model?
Nope, subsurf gets applied to the entire object. You can sharpen subsurfaced meshes by either using the edge crease (shift-e if I recall correctly) or by adding an edge very close to where you want the sharpness to be.
Also, check out the Edge Split modifier and marking edges as sharp versus non sharp for a different/more controllable method of doing the smooth versus solid display.
