i dont understand your problem, you got a book with a cd - so what? then the book says you have to do something with your environment, im shure there is a description in the book of what you exactly have to do!
if blender is there you should be able to open up command prompt (Windows key +R, or Start menu —> Run —> cmd) and type blender and have blender startup
if its not running, there should be something in the environment variables called PATH (or path)
put the location of where you put blender there after the semicolon eg: ; “c:\program files\blender foundation\blender” ;
after that’s done, you should be able to render from the command lineand do stuff like that.
