Help with using the Shrink Wrap modifier to cut holes

Can anyone please help me figure out why my recent attempt at using the Shrink-Wrap modifier to make a circular hole in my model isn’t working?

For some reason after shrink-wrapping the circle that serves as the hole & joining it to the mesh, the circle is projected just above the surface of the mesh instead of being flush right against it.

I’ve done this process multiple times with other models but for some reason I can’t get it to work with this one.

Any help whatsoever would be greatly appreciated!

I don’t know how you did the modeling.

If it looks like an image from the side, it’s normal.
If it’s transformed, it’s transformed during the modeling process.

Alternatively, edges can be constructed and cut using Vertex bevels, such as images.

This somekind of funny and also weird:

You showing this in 2.79 but your file is from 4.0.36 (yes this “intern” versions are also weird)…

So i’ looking at this in 3.6…

…and i see not problem. Since your example file is very sparse and in your image you have some head model… are there an other modifiers, shapekeys or armatures involved ??
