It’s like finding that person and teaching them how to improve by well ragging on art… It sounds harsh but sometimes it is needed without insults and going to far…

Bad idea, from a didactic point of view.
First of all, you may want to request this be moved to the website and forum section in case it gets locked…
Second, I think that this is kind of already there because of the thread ratings option. Of course, threads rated low aren’t moved to a seperate forum now…
It’s just my opinion, but I wouldn’t like very much to have one of my threads moved to such a forum. It’s encouraging to have one’s threads moved to the forum gallery (although it has never happened to me, not suprisingly), but I don’t think it’d be encouraging to have your thread moved to a place literally made for seemingly unskilled/untalented works.
Just my opinion.
Edit: Of course, it might be cool to have a forum called “Lots Of Critique Needed!” or something, but I think that’s what the Focused Critique section is all about.
Having a forum for the worse artwork would be very offensive and dicouraging. It’s a bad idea.
A good idea however, would be to have a thread where experienced artists could critic the art creations using paintover. There is a thread exactly like this on CGTalk, unfortunately i can’t provide links to it since CGTalk is currently out of service…
