great job on the hair. harder than hell to make good hair, imo. the skin looks a little like ceramic though, so I would work on that shader.

Very nice work! I think a lipstick with a strong color would make rather a sharp edge like you have done it. I like the cartoonish realistic style very much.
If you want a smooth transition for the edges of the lips, you can combine the skin and lips material with a mix shader and as a factor use an alpha texture which functions as a mask. On the alpha texture you paint only the red part of the lips and make the edges blurry. A black and white color ramp after the alpha texture can adjust this effect. The alpha texture (non color data) should have uv texture coordinate as input.
