If it were me, I’d delete the vertice at the center, thereby deleting every face that makes up the end of the cylinder. Then select all the vertices around the outside edge, then while viewing the end of the cylinder hit E-key to extrude and press enter. Then S-key to scale down in size to position you want the loop cut at. Then E-key to extrude and press enter again, then scale down as before till all vertices are close to the center. Then Alt-m to merge and select the center option from the pop up menu.

in edge select mode, select all the radial edges and subdivide, that’s how I usually add the cut to the top of a cylinder

Ctrl+R to create a subdivision to your liking and then hit V to rip it. Select the center with L key and delete.
Simply select all of the end faces, hit E and commit that tool with Enter or mouse click then S for scale in toward the center. That will extrude and make a new edge keeping everything flat.
