I’m wondering how can i bring this object to life in Blender http://starmen.net/eb64/images/sketches/art1.jpg as for animation before i decide how can i move this object i would like to ask does it needs skeletal mesh?

you could try to draw a front/side sketch for the modelling. as for animating, i dont think you need a rig for just the hover car. unless you want to go into high details.

If you do not 3D model hovercraft and go for 2D animation you can add couple of bones for the imported images - cutouts of howercraft and driver - to add some dynamics in animation, like car stretching a bit on start or stop, driver being pushed by accelerations, things like that. Images need to have transparency around and some loopcuts to have some degree of freedom for accepting bone moves.
