How can I make pre-pbr style shading in Blender

I really like this style of games and I’m just wondering how I can achieve these pre-PBR shading and texturing techniques in Blender 2.8 like the stuff seen in Final Fantasy XIII (references below)

If anyone knows how this could be done in Blender 2.8 or UE4 please tell me
Or is learning an older game engine like UDK or Source probably easier?
