How can you move vertices in a SKEW manner?

The picture seen above, is very simple, but I want to apply this to a comples mesh.

Is it possible to “rotate” a selected group of vertices, but maintain the Z axis? What I really want is the ENTIRE mesh skewed.

Any tips appreciated.

Try Shear (ctrl-s). It worked for me.

Spin: A lattice should work well for this as well, no? Then apply the deformation.
