How codes Blender and decides whats in and whats out?

EDIT: it’s ‘Who’ and not ‘How’ in the thread title

Hi like the title says I’m curious to know about Blender development since I have some ideas of my own and would like to team up to see them come to life.

So my question is, where do I look for? Who decides what is part of blender or what is not, who are the developers, etc. I know these must be quiet ignorant questions, but I’m not familiar with this type of development.

Hmmm I’ve always though that mesh colours was some kind of Blender code limitation? Because of all the patches that have been rejected.

I really miss not being able to layout out my scenes with coloured meshes.
