How could I model or sculpt this?

Hello, I wanted advice on how to go about modeling/sculpting

Mostly the cloak part moreso than the hands, face, and scissors
if possible I’d like to know how to go about it stylized and realistic for general knowledge.


For the cloak: a quick test with a rounded cube extreude individual, delete similar face for the inner parts, individual scale and rotate in two axis gives this overlapping look:
