How do I annotate in the video sequencer?

I’d like to add annotations to my video output in the video sequencer?
Can it be done using Blender?
Is there an addon?

Could you clarify what you mean by annotations? Do you mean drawings on the video? Overlaid text? Lower thirds? Live captions?

I mean the same you can do in the 3D Viewport with the annotate tool such as frame by frame refresh or permanent.
