How do I create uniform texture sizes?

Is it possible to UV unwrap in a way that makes textures the same scale in different objects without scaling UV maps?

You can select all the objects at once before going into edit mode and unwrapping. You can then use Average Island Scale. You could then scale everything up to maximise the islands on the texture and line things up and the like.

The Blender manual says “Average Island Scale” is located in edit mode under UVs, but I can’t find it. The shortcut didn’t do anything noticeable either.

It’s in the UV menu found in the UV Editor, not the UV menu in the main 3D viewport.
