I mean The UV Maps are all empty.
Open the images in the UV/Image Editor and shift click on the x, this removes all links to the image in the .blend, then save and close your project and reopen it, they should be gone.
did you create your textures from within blender ? if it’s the case make sure to save them before save and closing your project, that should do the trick !

As the tooltip says, hold Shift while pressing the X. Close blender and then reopen it and the texture should be deleted. If you have packed textures in your blend they won’t go. You’ll have to unpack them first

If you want it to be removed from the list, then links to the image will also be deleted (for example, if you have an object with this image assigned to it as texture, after shift clicking on the X and reopening your file, the object will not have this image assigned to it anymore). There’s no way to remove it from the list while keeping it assigned to something.
For your first question, if you created the images inside blender, yes you need to save them before closing the file.
