I asked a similar question way back then, and I found something that works for me personally I’m pretty sure one of the people who replied to you actually linked my question and the post associated with it here. But there’s a caveat to how I ended up doing it, I ended up having to make slight sacrifices when I came to the design of the hair and used less strands of hair especially when it came to the back, and ironically I ended up liking it a lot more than the hundreds of strands that I had intended previously, so now that’s just how I draw it too. But I’m not sure how much you yourself would want to sacrifice for the design of the hair a so what I would recommend is I would look at that post (I goes over using an ico sphere to model the hair ) and then also try to learn about hair card modeling and maybe do a mixture of the two depending on whether or not you want to make as many sacrifices as I did. Because looking at the art I see lots of strands and the hair looks especially messy and if you wanted to convey that in particular I think a mixture of the two especially using hair cards would go a long way. And you can just lower the resolution of the textures using the hair cards to make it look more low poly and retro.
TLDR try using an icosphere and extrude out individual long strands of hair and try hair card modeling for smaller more sparse strands of hair. One last thing I would recommend is going to models resource and maybe looking at a model from Kingdom hearts 358/2, most of the hair modeled for that game in particular was done almost exclusively with hair cards and single polygons

Yeah I see that, I can’t entirely remember what the clip shows but the instructions attached to the clip I feel go over how I do low poly hair myself pretty well
